What are the inmate mail rules and regulation?

The Logan County Detention Center at Russellville, Kentucky, has adopted strict inmate mail procedures for security and safety of the correction facility.  All inmates are advised of these regulations and are instructed to notify friends and family as to the acceptable/non-acceptable procedures.  Any mail or parcels received contrary to these guidelines will be returned to the sender or destroyed with notification to the inmate.  However, any incoming mail or parcels found to contain contraband (legal or illegal) will be seized, identified as evidence, and turned over to the appropriate law enforcement agency for their investigation.  Your cooperation when corresponding with an inmate will be greatly appreciated and will result in the quick delivery of inmate mail.  ALL incoming mail must contain a return address.

NO MAIL OR MESSAGES MAY BE "DROPPED OFF" AT THE JAIL FOR ANY REASON BY FAMILY OR FRIENDS.  ALL MAIL MUST COME TO THE JAIL BY U.S. POSTAL SERVICE.

PRIVILEGED MAIL:  This is mail coming to our inmates from an attorney or a court of law, and it is privileged.  This type of mail will only be opened in the presence of the inmate and inspected for contraband.  It will not be scanned by the jail staff unless some type of reasonable grounds or probable cause exist, such as containing non-permitted items, would cause it to come under question.  This mail must be in the original, unopened mail parcel imprinted with the professional logo of the attorney or the court so that staff may easily recognize it as privileged mail.

This correctional facility does allow its inmate population to receive mail from inmates in other correctional facilities:  state, federal, or local.  Inmates inside this facility may write to other inmates inside this facility as long as the letters are sent out of the jail in our outgoing mail and follow our regulations.

NOTE:  The items listed above are current.  However, the list may be modified by jail staff. This facility retains the right to continually update this list and to return or discard any non-acceptable items if the staff determines that any item may be a threat to the safety and security of the jail, jail staff, or the inmate population.  Incoming inmate mail will be subject to scanning.  Incoming mail will be inspected and scanned by jail staff to check for contraband, money, escape plans, or writings that may jeopardize the safety and security of the facility.  The Jailer at the Logan County Detention Center has instructed the jail staff to open and inspect every non-privileged mail item.  At the discretion of jail staff, mail or publications containing unauthorized references or contraband may be refused, copied, confiscated, destroyed, placed in inmates' property, or returned to the sender.
